Members of the Tuolumne Utilities District board of directors selected Edwin R. Pattison of Modesto as the agency’s new general manager on Tuesday afternoon and approved a five-year employment agreement that pays him $190,000 base salary when he starts Nov. 26.

Pattison is the general manager for Mountain House Community Services District in Tracy. He’s been at that job since 2014, according to TUD staff. His 30 years with public agencies and utilities includes city manager for the City of Ione and water resources manager for Calaveras County Water District.

Four members of the TUD board went into closed session to make their decision on a new general manager and three came out. Board member Ron Kopf was absent from Tuesday’s regular board meeting. Board member Jim Grinnell was present for the start of closed session but had to leave for a personal commitment. When board members Barbara Balen, Ron Ringen and Bob Rucker came out of closed session they voted unanimously to approve Pattison’s employment agreement. TUD bylaws for the board state three members are sufficient to comprise a quorum.

The elected board for Tuolumne Utilities District appointed David Andres as interim general manager in May to replace Tom Haglund, who announced in early April he would leave the county’s largest water and sewer provider in June.

It is the second time in recent years Andres has taken on interim general manager responsibilities for TUD. In 2015, Andres helped lead TUD through a five-year, multimillion capital improvement plan, and set the stage for current annual rate increases that started shortly after Haglund was hired in September 2015.

Pattison’s contract includes $190,000 base salary, a $5,000 hiring incentive after six months satisfactory job performance, $5,000 relocation incentive if he chooses to move to Tuolumne County within 18 months, and performance-based pay incorporated into annual job reviews. Pattison’s employment agreement also includes a $500 monthly vehicle allowance, 10 days vacation to start and accrual of 15 days per year, 10 days administrative leave to start and 10 days annual accrual of same, health insurance on the same terms and conditions as other TUD employees, with the district paying 85 percent of his insurance premium, 10 days sick leave to start and 12 days annual accrual of same, and CalPERS retirement consistent with what other TUD employees are eligible for.

“Mr. Pattison has the experience, creativity, talent and leadership qualities that the TUD Board, staff and our local partners were looking for to fill the General Manager position,” Balen, the board president, said in prepared remarks distributed shortly after she, Ringen and Rucker voted.

“The District is in a challenging time and we believe that Mr. Pattison is the best choice to lead the District in a positive direction,” Balen said. “We are enthused and looking forward to working with Mr. Pattison on the difficult issues facing the District. He has extensive experience working in the foothills and is highly in tune with the issues that face the mountain counties.”

In a statement distributed by TUD, Pattison said he is looking forward to starting his job at TUD.

Pattison’s education includes a Bachelor of Science degree from University of California, Davis, and a Master of Public Administration degree from California State University, Stanislaus.

Andres will remain with TUD to help transition as Pattison becomes familiar with his duties at TUD.
