Commission likely to OK gated development

Once pegged for an 80-space mobile home park, acreage at the intersection of Golf Links and Jamestown roads is now the site of a proposed 45-house gated community.

The 20-plus acre subdivision, named "The Ranch," would have 45 residential lots, ranging from 8,085 square feet to more than an acre in size.

Representing the project is Robert Ozbirn of Golden State Surveying and Engineering in Sonora on behalf of Jamestown Financial LLC.

Jamestown Financial is a group of several investors who own the property and Robert Hussey of Hussey Development in Brentwood, who is overseeing the project.

When they meet Wednesday, Jamestown Area Planning Commission members will look at the project's development agreement and a tentative subdivision map and consider a zone change for four acres of the property.

County planning staff members, in a report for the Jamestown commission, has recommended approval.

For the project to move ahead, the commission must rescind a development agreement made for the same site more than 15 years ago.

In 1986, the Tuolumne County Board of Supervisors approved a development agreement and a tentative subdivision map for an 80-space mobile home park. The park, called Golf Links Estates, was proposed by then-owner Frank Konrath.

Several years and another ownership change later, final maps for that project were approved in January 1999. A county staff report on the project states that the development agreement had no termination date and remains in effect.

County supervisors tried to retract the final maps more than a year later. In February 2000, the property owners, Patricia Frazier and Kimberly Kuppens, filed for Chapter 11 bankruptcy, legally keeping the board from rescinding its original approval of the project.
