CCWD adopts tougher water rules

The Calaveras County Water District's Board of Directors on Wednesday adopted mandatory water conservation measures, including limiting irrigation and lawn watering.

The move comes in response to the State Water Resources Control Board decision to curtail post-1914 water rights. CCWD needs to show the state that "adequate" water conservation measures are put in place, said recently-appointed interim general manager Larry Diamond.

Prior to Wednesday's vote, CCWD had voluntary water conservation measures.

"Basically, we're saving water for people downstream," said Jeff Davidson, vice president of the board.

Under the new mandatory conservation measures, all irrigation is prohibited between 10 a.m. and 6 p.m. Residential landscape watering will be restricted to odd numbered addresses on Tuesday, Thursday and Saturday, and even numbered addresses on Monday, Wednesday and Friday. No outdoor watering will be allowed on Sundays.

Other rules include prohibiting the filling of swimming pools, and reducing water for irrigation of commercial landscape, schools and parks by 35 percent. Golf courses also face watering restrictions.

Those who violate the rules could receive a written warning from the district followed by CCWD staff installing a "flow-restricting device" to limit water usage.

Prior to voting for the restrictions, Davidson asked Diamond, "We don't really have a choice, do we?"

"I don't believe so," Diamond replied.
