Calaveras transit study on docket

PUBLIC MEETING: Calaveras County Board of Supervisors, 6 p.m. Tuesday, Board Chambers, 891 Mountain Ranch Road, San Andreas.

The Calaveras County Board of Supervisors will discuss a variety of topics, including a public transit study and an update on the Williamson Act, during a special meeting Tuesday evening.

The board occasionally holds evening meetings in an effort to encourage participation from people who can't attend the board's regular daytime meetings.

On Tuesday's consent calendar, the board will consider appointing Megan Stedtfeld as interim county counsel from June 28 through Dec. 30. The county's chief attorney, Janis Elliott, is retiring at the end of June.

Stedtfeld, a deputy county counsel, is scheduled to earn $60.58 an hour as interim county counsel.

Regular agenda items include:

• approving an agreement with Augustine Planning Associates for preparation of the Housing Element of the county's long-awaited General Plan land-use planning document.

The contract is for $22,015 with a term ending June 30, 2015.

"Because the county has been working on a comprehensive update to its General Plan for several years, and it was anticipated that update would have been adopted prior to this year, the Housing Element was not included in the scope of work for consultants working on that update," states an agenda submittal. "However, due to the delays that have occurred, the Housing Element now must be included in the update process."

• accepting the Calaveras Transit Intercity Service Feasibility Study, which outlines potential public transit destinations outside of the county. The study provides a comparative analysis of the benefits offered by traveling to cities such as Sonora and Lodi.

After an evaluation of the cost benefits and overall effectiveness of the routes, the study recommends a route to Stockton as the most effective.

That bus service would be in addition to routes to Columbia College and Jackson.

• receiving a report on the Williamson Act, which gives farmers and ranchers a break on property taxes in exchange for not developing their land.

Of the total 43,370 parcels within Calaveras County, 1,158 are now under a Williamson Act contract. Acreage under contract totals 140,919, and the total assessed value of Williamson Act parcels in the county is $39.5 million.
