Billing change sticks at TUD

The Tuolumne Utilities District board Tuesday night voted 3-2 to stick with a controversial change in rental-property billing procedure, under which the district will bill landlords instead of tenants for water and sewer.

However, in a concession to upset property owners, the board directed the district's Finance Committee to determine whether a landlord could have a tenant's name printed on copies of billing statements, and if the fee for those copies would be too high.

Tuesday night's discussion followed a Feb. 25 meeting at which the billing changes were approved.

The board voted to discontinue "courtesy billing," aprocedure in which tenants could sign up to receive a copy of their service bills directly in the mail for free. Tenants would set up a separate account with TUD to receive the bills, but the agency said the high turnover of tenants each year was making that process costly and inefficient.

Rental-property owners Bob and Laurel Leslie filed a formal request for the board to reconsider approving the change.
