Jamestown developer Kenning Properties is applying for permits and some zone changes to build a 120-lot subdivision off Soulsbyville Road just south of Willow Springs, according to the Tuolumne County Community Resources Agency.

The Oak View Estates project would include units ranging from one-fifth of an acre to nine acres just to the east of Soulsbyville Elementary School, according to an application filed with the county.

Kenning properties submitted the application last month, and the Community Resources Agency is taking input on the project from nearby property owners with a comment deadline set for Oct. 28.

County planner Adam Paszkowski said Monday that the public will still have a chance to offer input when the application is later considered by both the county Planning Commission and Board of Supervisors. Paszkowski didn't know when the project would go before the boards.

The 120 units and a small network of roads with sidewalks would cover 116 acres. The project also allocates open space and some park space.

It will be connected to public water and sewer, according to the plans.

Along with connecting to Soulsbyville Road, the development would also connect to the Willow Springs community at Gordon Drive and Sherry Court.

The proposal would require some zoning changes to allow for denser development. The smallest lots are proposed at the center of the development while larger lots will be located on the hilly eastern edge of the project, according to the plans.

Oak View Estates is the first new large residential development to come to Tuolumne County planners in years.

This is the largest since at least 2010 when the Dry Creeks development called for more than 200 units off Golf Links Road in Jamestown. That plan was an update of a residential development that was approved years before, he said.
