County weighs project waiver

Tuolumne County leaders are considering giving a break to a large affordable-housing project in Columbia.

On Tuesday, the Board of Supervisors will decide whether to waive all building and safety fees for Parrotts Ferry Village, a low-income housing project being completed by Habitat for Humanity. Work on the 35-unit project on Parrotts Ferry Road is under way, with four completed so far.

According to the county Community Resources Agency, the county Ordinance Code allows a waiver of fees for affordable housing units if the county sponsors the project, the units are owned by a nonprofit and if the project is in the best interest of the public.

So far, Habitat has paid $10,623 in permit fees for the project. The CRA estimates the total fee waiver for the remaining units will be about $56,500.

"The fee waiver would allow Habitat to reduce their costs so that they can provide the units at an affordable price to lower-income households," county Housing Coordinator Sheila Shanahan wrote in a memo attached to Tuesday's agenda.

Parrotts Ferry Village is meant to provide home ownership for households that earn no more than 80 percent of the area median income. Families are chosen based on willingness to pay and donate at least 500 hours of volunteer work with the organization and undergo financial counseling and maintenance education.

Also scheduled for Tuesday's agenda are:

• Multiple land-use proposals for the board's 1:30 p.m. session. Those include vacating two public road easements on Old State Highway 120 at Rush Creek Resort and at the northeast end of Justice Way. A property owner at La Grange Road and Old Don Pedro Road is also seeking to add about 763 acres of land to an agricultural preserve that is 645 acres. And an applicant is seeking to rezone 20.7 acre property at 18232 and 18235 Aarondale Road from 20-acre minimum residential parcels to 10-acre minimum.
