Seaton picked to fill Council seat

Lee Seaton, 59, who lost out on appointment to the Angels Camp City Council last January by the flip of a coin, was chosen unanimously Tuesday night to fill the vacancy left by the resignation of Kevin Raggio, who was elected county coroner in March.

Seaton's rival for the appointment was Raggio's brother, Stuart.

The appointment is for the remainder of Raggio's term, which expires in two years.

Council members interviewed both Raggio and Seaton before Tuesday night's regular council meeting and then made the appointment at the end of the meeting.

Seaton will be sworn in during the June 4 council meeting.

During his interview, Seaton said the city needs to "reach out and identify resources beyond the tax base, it needs to generate the seed money to get programs going. It's clear that doing nothing is not an option."

When Council member Cheryl Cowden asked his ideas for bringing good jobs to the city, he said, "the council should champion renewing the grant for a juvenile detention center. It's a need for our families. If the county can't find a way, we need to help them. The money is there for the asking, of course you have to ask in the right way."

On raising water and sewer rates, he said, "any time you raise rates, you need to know why. I haven't seen the rationale for it. The idea of being driven into a rate hike is poor because it encourages bad management."

He also said he was not in favor of a moratorium on new development.

"A moratorium is not a response, it's an abdication of a response," he said.

Dorian Faught, the winner of last January's coin toss, was the first to recommend Seaton for council membership. "I've come to realize the decisions (we) make are really hard," he said. "Mr. Seaton has ability to bring a lot to the table ? I suggest (him) as council member."

Other council members voiced similar opinions.
