Council calls for study on housing

The Angels Camp City Council decided last night to apply for a grant to fund a citywide housing study.

The housing-needs study, in turn, could bring thousands in additional grant money to the city. Cash could be available to refurbish homes and assist first-time home buyers.

Terry Cox, a Sonora grant writer, will apply for an $18,428 community development block grant. The city is required to pay a portion of that $4,950 out of funds generated from previous grants.

The grant will pay for a survey of the condition of all homes in the city and of the incomes of residents.

The information will help determine the city's future housing needs. If a demand for affordable housing is found, federal and state grants could go to residents who can't afford to own or maintain homes.

Also at last night's meeting, council members:

? Appointed an ad hoc committee that will give Greenhorn Creek residents input into the city's landscape and lighting district.

Several Greenhorn Creek homeowners, who pay $300 per year to help fund the district's road and landscape maintenance, want to have control over the upkeep of the subdivision's pond.

"The large pond has suffered years of neglected maintenance, causing the reeds to take over a large portion of the pond as well as blocking the overflow. This has the potential for a serious mosquito breeding ground," said Paul Backowski, a Greenhorn resident who is now on the committee.

? Approved an ordinance regulating the appearance of cellular phone towers in the city. The ordinance will go into effect in 60 days, allowing a tower at 740 S. Main St., Angels Camp, to be built by January.

? Supported a "Community Appreciation Day," which aims to honor Angels Camp police officers and fire fighters. The free event will run from from 10 a.m. to 1 p.m. Saturday, Sept. 27, at the Bank of Stockton parking lot, 229 S. Main St., Angels Camp, and is to feature music, raffles and a vintage car show.
