District researches sewage flows

Yesterday, Calaveras County Water District directors approved funding a technical review of Forest Meadows' sewage flow projections.

The board is concerned with accurate projections as staff prepares the Forest Meadows Master Plan, a guide for future development including expansion of wastewater facilities.

During their regular board meeting, directors approved paying HDR, a water and wastewater consulting engineering firm, $9,200 for a technical review of the Forest Meadows per-household sewage flows.

Although the districtwide standard is 75 gallons per day per person, Forest Meadows flows have averaged 90 to 110 gallons a day during a 10-year period, said Steve Hutchings, CCWD acting district engineer.

Hutchings told the board that the average of 150 gallons per day per household had been used in previous Forest Meadows studies and probably reflected future use, as well.

However, Director Don Deem said he didn't like the idea of basing future projections on the subdivision's past numbers. Although Forest Meadows is made up of weekenders and retirees, he said, communities are dynamic and Forest Meadows could change over the next few years to house many more young families with children.

CCWD has 470 water and wastewater connections in Forest Meadows, a subdivision below Arnold off Highway 4.

Hutchings said when the subdivision is built out, there will be 1,400 connections and CCWD must build facilities to keep up with the growth. He said the subdivision increases by 10 to 15 houses a year.

Although the Forest Meadows wastewater treatment plant is not near capacity, modifications need to be made to keep up with new state regulations, Hutchings said.

But CCWD's wastewater storage pond is near capacity, as is the golf course where CCWD disposes of clean wastewater.
