Jamestown's 'Ranch' gets county's nod



A 45-lot subdivision in Jamestown was approved yesterday by the Tuolumne County Board of Supervisors, after being held over from the April 15 meeting.

The Ranch will be a gated community on Golf Links Road, composed of 4,000-square-foot lots on about 20 acres.

The board expressed concerns last month about road improvements planned by developer Robert Hussey that would extend west from the project site toward Jamestown Road.

But, supervisors said, Hussey wouldn't be improving the portion of road that carries the most traffic eastward on Golf Links Road toward Highway 108.

Since that meeting, the Community Development Department hired a traffic engineer and decided to have Hussey stick to his plan. However, the CDD decided he should also pay a fair-share cost of $4,102 for off-site improvements to Golf Links Road near Highway 108. This money would be placed in a trust fund until enough could be collected to repair the whole road.

The cost of improving the entire length of Golf Links Road is $50,600, said Tuolumne County Public Works Director Peter Rei. The remaining $46,498 will come from fair-share payments by future developers. The CDD is projecting development of almost 600 lots along Golf Links Road in the next 20 years.

There is only one pending application for an 11-unit development, which will pay a fair-share fee of $1,003 for road improvements.

Rei also said the county can expect to collect about $1.3 million from developments on Golf Links Road that could be spent on improvements at the intersection where the road meets Highway 108.

About 450 cars travel in both directions on Golf Links Road every day, according to the traffic consultant's report. Within the next 20 years, that number is projected to increase to 4,804 vehicle trips per day comparable to the number of trips on Sawmill Flat Road, east of Douglas Road, which sees 4,510 trips per day. Twain Harte Drive has slightly fewer trips each day, an estimated 4,414.
