Water rates measure up

A statewide survey of water rates shows Calaveras County Water District's fees fall within the median range.

Black & Veatch, an engineering consulting firm with offices in Irvine and Pasadena, surveys water and wastewater rates in California every two years.

CCWD's Operations and Maintenance Superintendent Fred Burnett shared the latest survey for 2002 water rates with district directors when they met yesterday.

The rates surveyed were monthly charges for consuming 1,500 cubic feet of water and the one-time connection fee for new installations.

The survey reveals broad variations in monthly rates, from a low of $7.50 charged by Florin County Water District in Sacramento, to a high of $112.60 charged by Skyline County Water District in the Bay Area.

CCWD's monthly water rate, Burnett said, is $32.20. The median rate is $30.93, and the statewide average is $30.33.

"I think the monthly charges pretty much speak for themselves," he said after the board meeting. "There was a concern that we might be on the high side of our rates here, but, obviously, we aren't."

The Black & Veatch survey of connection fees also ranged widely. Burnett said many cities charge no connection fees.

The cities charging the highest connection fees $22,100 per hookup are all within the East Bay Municipal Utility District: Danville, Pleasant Hill, San Ramon and Walnut Creek.

According to the survey, the statewide median connection fee is $2,580 and the average statewide is $3,456. CCWD charges $5,500.
