Supervisors will revisit Agency on Aging deficit

Senior nutrition programs in Calaveras County are limping along, and Area 12 Agency on Aging officials are still asking county supervisors to help pay down the agency's deficit incurred while providing the programs.

On Monday, supervisors will discuss how or if they are willing to pay down that $43,000 deficit, which has grown since July when Area 12 took control of the meals programs in Calaveras County.

Calaveras County Administrative Officer Tom Mitchell said Wednesday that the county could use leftover federal Community Development Block Grant funds to reduce the deficit. Those funds are already in county coffers.

Community Development Block Grants can only be used for programs in which at least 51 percent of the recipients are considered "low income," or make less than about $13,000, according to guidelines tied to the grant.

Mitchell said Monday that more than 70 percent of Calaveras County senior meals recipients qualify as low income.

The board will also reconsider a $24,000 "overmatch" payment to Area 12. The overmatch is money that is set aside for extra home-delivered meals not planned for in Area 12's annual budget.

The board voted 4-1 last month to make the overmatch payment from county contingency funds. District 5 Supervisor Victoria Erickson was the lone dissenting vote. However, District 2 Supervisor Paul Stein said Monday that he wanted to change his vote to no.

Pulling money from county contingency funds requires four votes from the board.

District 3 Supervisor Merita Callaway and District 1 Supervisor Lucy Thein said Tuesday that they would not change their votes. District 4 Supervisor Tom Tryon said early today that he will wait until Monday before deciding if he still supports paying the overmatch.
