CCWD budget, finance director moves on

Jim Deaton, Calaveras County Water District's budget and finance manager, is leaving to become budget manager for Lexington-Fayette Urban County Government in Lexington, Ky.

Today is his last day in his CCWD office.

During yesterday's board meeting, CCWD General Manager John Stewart said Deaton's leaving was bittersweet. "It's exciting to see the opportunity that is his," Stewart said, "And at the same time he's been incredibly helpful during my time here."

At CCWD, Deaton manages an $18 million budget. In his new position, he will manage a $35 million budget. The district has 58 employees and Lexington-Fayette employs more than 2,500, Deaton said.

Deaton, 57, told the board he's enjoyed his six years with the district. "I've seen great foresight, great ideas, come from this board," he said.

Following the meeting, he said the biggest change in the district during his tenure is the board's willingness to consider rate increases for operations costs and a preventive maintenance program.

"When I first got here, you couldn't even bring up the subject of rate increases," he said.

Professional growth is not the only reason Deaton took the job in Kentucky. He told the board that he and his wife have a daughter, son-in-law and two granddaughters living in the area.

In fact, the Deatons will live in a home owned by their daughter and son-in-law

At yesterday's board meeting, CCWD directors honored Deaton with a commendation for his service to the district.

Following the board meeting, CCWD General Manager John Stewart said he will talk with senior managers about the vacancy left by Deaton. "We'll take a couple of days to re-evaluate," he said. "Julie McManus (district finance director) will pick up parts of Deaton's function, and we need to get a sense of how to redeploy ourselves," he said.
