Sewage line is up for repair

The Angels Camp City Council last night agreed the city will help pay part of the cost of repairs on a failing sewage line on Hillcrest Court.

The 200-foot line is a 4-inch lateral pipe going off the main line, rather than a 6-inch main. The three houses on Hillcrest Court are each attached to the main by lateral pipes of their own, and the aging system is failing, sending raw sewage down the road.

The homeowners Robert and Ricki Rouse, Ray and Rosalie Cardenas and Jennie Anderson wrote to the council asking for financial help in replacing the system.

Complicating the problem, said council members, is that Hillcrest Court is a private road and the system is, therefore, a private system.

Although council members were unanimous in the desire to have the system repaired and brought up to code, none wanted to pay for it.

Councilman Bill Hutchinson pointed out that there are several other roads in the city with the same kind of system.

"If we fix that line, then we'll be responsible to fix all the others (when they need it)," he said. "Be prepared when some other line has similar problems. There are problems like this throughout the city. You know what I'm saying."

Councilman Curly Middleton urged the city to fix the problem.

"We can't have sewage going down the road. We ought to fix it and negotiate the costs once it's fixed."

Mark Zeyen, an Angels Camp resident whose house sits at the corner of Mark Twain Road and Hillcrest Court, spoke on behalf of the homeowners. He said he does excavations and sewer repairs as an employee of Jerry Rocca Excavation, a company based in San Andreas.

He estimated the job of replacing 200 feet of lateral pipe with 6-inch pipes and putting in a manhole would cost about $8,000.

On top of the cost of replacing the pipe, each homeowner would also have to pay for new lateral pipes from their homes to the 6-inch main. There was no estimate of that cost.

"Seems to me the folks up there have a big bill," Zeyen said.
