Tulloch rental ordinance on docket for Tuesday

PUBLIC MEETING: Calaveras County Board of Supervisors, 9 a.m. Tuesday, Government Center, 89 Mountain Ranch Road, San Andreas.

The Calaveras County Board of Supervisors on Tuesday will discuss an ordinance designed to crack down on loud and unruly visitors at Tulloch Reservoir.

The board asked Planning Department staff to develop a short-term vacation rental ordinance during a study session in April. The proposal created a clash between full-time residents who blame the short-timers for noise, parking and safety concerns and others who believe the full-timers are also to blame for things getting out of hand at the lake.

 

Sheriff’s Office representatives have said they no longer have enough resources to respond to all the service calls the Tulloch area generates during the summer. Four of five subdivisions, excluding the largest, the Copper Cove Homeowners Association, have already banned vacation rentals.

Among the items included in the proposed ordinance are requirement of annual administrative use permits for those who want to rent out a home, inspections to determine parking capacity, supplying the county with a 24-hour emergency contact phone number, limiting guests to two per bedroom plus two additional people, setting “quiet hours” of 10 p.m. to 7 a.m. and guidelines for revocation of use permits when the ordinance is violated.

The ordinance reflects the board’s direction of last spring and, as Tuesday’s meeting marks only its introduction, a vote to adopt cannot be made until the board meets again next month, said county planner Darcy Goulart. Goulart said the board will take public testimony on the proposal on Tuesday, and the ordinance cannot take effect until 30 days after a vote to adopt it, meaning it cannot be enforced until March at the earliest.

In other business, the board will consider:

• an agreement between the Public Works Department and the Calaveras Council of Governments to perform work on transportation projects funded via the latter agency.

• an $863,073 contract with San Francisco-based T.Y. Lin International for the replacement of the Schaad and Whiskey Slide Road bridges by the end of 2015.

• a $55,742.23 contract with Columbia Communications in Tuolumne County for replacement of low-band radio infrastructure.

• an employment agreement with interim County Administrative Officer John Blacklock, which clarifies that his $120 per diem is to cover lodging and meal expenses.

• reappointment of Ted Allured from District 1 and Gregory Gustafson from District 5 to fill out the Planning Commission roster for the next two years.

• making permanent the previously “limited-term” Animal Services manager position created when the agency shifted from the Sheriff’s Office to the responsibility of the Environmental Health Department last year.
