Residential birth center gets OK

A Soulsbyville-area midwife can use her property for a multi-suite birthing center, Tuolumne County planners decided.

The county Planning Commission voted 4-1 Wednesday to approve a permit for Ellen Jasmer to use her Draper Mine Road home and an adjacent property for the natural-birth facility.

 

Jasmer lives and conducts her midwife business on the site. She plans to expand her business over a 15-year period.

The commission has the authority to grant conditional-use permits, though opponents can also appeal the decision to the county Board of Supervisors.

The vote included a dissent by Commissioner Jim Garaventa and abstention from Ron Ringen. Dick Pland, Jerry Morrow, John LaTorre and Bob Steele voted in favor.
