For the second time this month, Calaveras County supervisors will vote on new building fees to pay for road upgrades in the county.
But this time the proposed fees will be much lower.
Earlier this month, when supervisors were asked to adopt road impact mitigation fees, they said the proposed levies were too steep and would deter low-income housing and business growth.
They asked the Calaveras Council of Governments the agency overseeing creation of the fees to cut them by about half.
RIM fees are levied on people building new houses at the building permit stage.
Originally, proposed RIM fees were $4,900 per single-family home and $3,300 per apartment or section of a duplex. Non-residential buildings would have cost $2,920 per 1,000 square feet.
Revised fees up for approval Monday would be $2,500 for a single-family home and $1,800 per apartment or duplex half. Non-residential buildings would cost $2,500 per 1,000 square feet.
Also, institutional and medical buildings including schools, churches, day care centers, libraries, hospitals and nursing homes would be exempt from fees. Supervisors and audience members were concerned earlier that the original fee system would deter people from investing in such buildings.
Supervisor Lucy Thein said yesterday that she hadn't received information yet about the revised fees. After hearing some of the revisions over the phone, she said the new numbers were an improvement.
"We want to entice some nice businesses in our county, and we don't want to do anything to thwart that effort," Thein said. "Also we're encouraging low-income housing, which we're not being successful with."
At the Oct. 6 meeting, supervisors said they wanted Calaveras County's fees to more closely match RIM fees in Angels Camp and in Tuolumne County.
Single-family homes in Angels Camp are charged $2,873 and Tuolumne County requires $2,439 for homes on lots smaller than 2 acres.
