Calaveras County Water District Directors have set themselves an unusual schedule tomorrow. The board will meet in two different sessions a regular morning board meeting in San Andreas, followed by a closed session, then reconvene at 1:30 p.m. at the Native Sons Hall on Main Street in Murphys.
The morning meeting will cover a number of agenda items, while the afternoon meeting is a public information session on the Northern California Power Agency and its relationship with CCWD.
The morning meeting will include a discussion of the district's 2003 legislative platform.
CCWD Assistant General Manager and Chief Counsel Alan Turner will review the platform adopted by the board in March, and ask for additions or modifications.
The district has three goals, and will ask state and federal legislators to help with:
Protection of district water entitlements.
Repairing, replacing or improving aging district facilities.
Limiting the scope of costly regulations and/or passing those costs back to the regulatory agencies that enact them.
Directors also will discuss establishing a vehicle and equipment replacement and purchasing policy.
Until now, the district has had no policy for vehicle and equipment replacement, said Operations and Maintenance Superintendent Fred Burnett.
In the morning session, directors also will discuss capital funding needs. In a memo to the board, Finance Director Julie McManus described what it will cost the district to replace small equipment, old vehicles and heavy equipment, and how much the district would need to raise water and wastewater rates if it wanted to pay for replacements that way.
"Staff is not recommending increases now," McManus said. "This is more a needs assessment."
The board also will discuss its director-compensation policy. The policy allows directors to receive $100 for each day's service rendered as a member of the board, with a maximum of 10 days per month compensation.
