Calaveras County: Budget, Tulloch rules on agenda

PUBLIC MEETING: Calaveras County Board of Supervisors, Tuesday, 9 a.m. regular meeting and 1:30 p.m. study session, Government Center, 891 Mountain Ranch Road, San Andreas.

Calaveras County government is likely to avoid layoffs in the coming budget year as a result of net operating costs $2 million below projections in the first half of this year.

A midyear budget review is slated for a 1:30 p.m. study session during Tuesday’s Board of Supervisors meeting. Interim County Administrative Officer John Blacklock cited “improved budget forecasting, tighter budget controls and greater emphasis on revenue management” during the past three years for the relatively sunny financial climate.

As a result of the rosy midyear picture, Blacklock is recommending departments prepare a “status quo” budget by April 1, assuming the same staffing levels allocated in the current budget.

Departments have also been asked to submit requests for replacement of computers more than four years old.

The board is also having another look at an ordinance placing restrictions on short-term vacation rentals in the vicinity of Tulloch Reservoir in Copperopolis.

Supervisors voted 4-0 in January to advance the proposed ordinance beyond an initial public hearing. However, instead of adopting it on Feb. 12, the board opted to make significant changes to the proposal, including an increase in permitted occupancy and adjustments to the boundary of the affected area.

The board is also expected to weigh in on an alteration in its “accessory dwellings” ordinance that regulates “mother-in-law apartments” and similar secondary buildings. 

The proposed changes are designed to bring the county into compliance with state law, and include making the quarters permissible in all zoning that allows single-family residences, establishing a maximum size of 1,200 square feet and requiring owners to demonstrate water and sewer or septic requirements are satisfied.
