Boundaries still issue for CCWD directors

When they meet Wednesday morning, Calaveras County Water District board members will again discuss changing district division boundaries.

For the third go-around on the topic, CCWD budget and finance Manager Jim Deaton will present the board with two new options to help distribute county population more evenly among the five CCWD divisions.

"Alan Turner (CCWD general counsel) wants us to have no more than a 3 percent population difference among districts," Deaton said.

The board previously agreed to move a 1,200-person population block from Jeff Davidson's Division 5 into Charles Hebrard's Division 4.

The 1,200 people are in Valley Springs and Assessment District 604.

The board also agreed to adjust boundaries between Divisions 4 and 5 to transfer 970 people in the Copper Cove area from Davidson's Division 5 and into Don Deem's Division 4.

Deaton said he will propose two more changes: transferring a portion of Mokelumne Hill out of Hebrard's Division one and into Leroy Fonceca's Division 2 and moving about 800 from Don Deem's Division 4 to Bertha Underhill's Division 3.

"With these proposed changes, Fonceca's Division 2 will still have the lowest population at 18 percent and Jeff Davidson's will still be the highest population division at 22 percent, but the numbers are within the 3-percent range that Mr. Turner feels comfortable with," Deaton said.

The board will also continue discussion on the Wastewater Rate Assistance Program. CCWD established the program to give some financial relief to sewer customers who cannot afford CCWD's rates.

Julie McManus, CCWD finance director, said only nine people who applied qualified for the rate-assistance program.

"We want to see if we can adjust our criteria so more people can qualify," she said.

The board will also make staff appointments to standing committees and joint powers authorities at its Wednesday meeting.
