Angels council seeks fifth member

When Kevin Raggio an-nounced in March that he would be leaving the Angels Camp City Council at the end of April, city staff began inviting applications for the vacancy.

Judy King, Angels Camp administrative assistant, said the city ran newspaper advertisements for the position and put a notice in every water bill. "And the city council meetings are broadcast on our local TV (channel 5 for cable customers)," she said, "so people knew we had a vacancy."

The May 7 deadline came and went without a single application filed at city hall.

"This is unusual," said King. "We never had a problem finding applicants before. Now we do."

Council members talked about the merits of increasing their monthly stipends, it was suggested that the unfilled Raggio vacancy might be in part because of the slim monthly checks of $200.

Tad Folendorf, a former mayor who served on the council for 20 years during the 1970s, '80s and '90s, has said previously that "there was always someone willing to serve and wanting to serve."

He said he doesn't think the amount of stipend paid will increase the number of applicants. "It's never made a difference in the past when we raised it," he said. "Either people want to serve on the council or they don't want to. It's just too bad there's not more interest."

He pointed out that Angels Camp Volunteer Fire Department is also experiencing difficulty in keeping its roster full. "It's difficult to find people who have the time and energy," he said.

Dorian Faught, the newest member of the council, said Tuesday night that he had spent 23 hours in April attending meetings connected with his council position.

The city council meets on the first and third Tuesday of each month. In addition to regular council meetings, members serve on other boards and committees.
